- Strengthening One Health Implementation and Investment in Southeast Asia
In recognition of regional responses to global health challenges in Southeast Asia—recognized as a hotpot for many novel and re-emerging zoonotic diseases worldwide—the International Livestock Research Institute (ILRI) and the Southeast Asia One Health University Network (SEAOHUN) organized a two-day workshop in Bangkok from 19 to 20 December 2023. The workshop brought together 38 participants from seven countries to exchange experiences related to One Health operationalization and investment at both national and regional levels. Participants represented not only ministries, government agencies, universities and research institutions, but also donors, international and regional organisations, and national One Health platforms of the countries. The workshop was co-funded by the CGIAR One Health Initiative and the Association of Southeast Asian Nations (ASEAN)–CGIAR Innovate for Food and Nutrition Security Regional Program. In opening remarks, Appolinaire Djikeng, director general of ILRI, shared the challenges in implementing the One Health approach despite advocacy efforts from the One Health Quadripartite, governments, donors and scientific communities. He emphasized that limited investments hinder the implementation of One Health, and that One Health has been an important to CGIAR food systems research, with strong collaborations with partners in Southeast Asia for over 10 years. Wacharapon Chotiyaputta, senior veterinary expert, Department of Livestock Development, Thailand, shared examples of initiatives to strengthen regional One Health responses, including the development of tools for monitoring and evaluating international collaborations, enhancements in legislations within the ASEAN Charter, and the organization of regional workshops to translate One Health principles into practice. In his keynote address, Gyanendra Gongal, senior public health officer at the World Health Emergency Programme, World Health Organization Regional Office for Southeast Asia in New Delhi, and regional Quadripartite coordinator in the Asia Pacific region, stressed the importance of a One Health strategy. He shared the Quadripartite One Health Joint Action Plan, a resource that could support the development of a strategy for the region. SEAOHUN is a member of the Global Health Security Agenda (GHSA), an effort by over 70 nations, international organizations, and civil society to accelerate progress toward a world safe and secure from infectious disease threats, an affiliate member of Southeast Asian Ministers of Education Organization (SEAMEO), a regional intergovernmental organization established in 1965 among the governments of Southeast Asian countries to promote regional cooperation in education, science and culture, and a dialogue partner of Association of Southeast Asian Nations (ASEAN) Plus Three 3 Field Epidemiology Training Network (FETN), a group of field epidemiology training programs to develop capable human resources to prevent and control outbreaks, emerging diseases and other public health events. - SEAOHUN 2023 Regional Student Competition Winners Honored with Biosafety & Biosecurity Training
In a momentous celebration of the victorious team from the SEAOHUN 2023 Regional Student Competition, a four-day SEAOHUN 2023 Student Training on Biosafety and Biosecurity took place in Kuala Lumpur, Malaysia, from December 5th to December 8th, 2023. This impactful training was made possible through the generous support of the Defense Threat Reduction Agency (DTRA) and the US Agency for International Development (USAID). It was conducted in collaboration with the Malaysia One Health University Network (MyOHUN). The event garnered participation from the winning countries, namely the Philippines, Cambodia, and Thailand. Additionally, we extended invitations to students from the host countries to enhance networking opportunities among participants. In total, 21 students participated in this training, guided by two team mentors from the Philippines and Thailand. Facilitated by the trainers from MyOHUN networks, the program offered comprehensive instruction on Biosafety and Biosecurity principles with a strong emphasis on the One Health concept. Key areas covered included Biosafety protocols, Risk assessment, Risk Mitigation, Good Laboratory Work Practices, Personal Protective Equipment (PPE), and Biological Waste Management. A highlight of the training was a half-day laboratory visit on the final day at the Faculty of Medicine, Universiti Malaya. This provided participants with a firsthand experience of Biosafety and Biosecurity practices, enriching their learning journey. The positive feedback received from participants underscored the success of the program, and certificates were presented to acknowledge the successful completion of the training. “I've grasped the principles of waste handling and management, not just in theory but also through hands-on experience. Observing various laboratories has provided me with a broader perspective on their operations. SEAOHUN advocates the role of universities to a) build the capacity of professionals across sectors to solve complex One Health issues, b) conduct research for evidence-based decision-making, and c) assist governments with public health surge capacity. Southeast Asia One Health Workforce Academies (SEA-OHWA) is an online platform offering competency-based training, and continuous professional development under the SEAOHUN Transition Award (TA) project supported by USAID. This platform has adopted the concept from the One Health Workforce Academies (OHWA) developed by the USAID One Health Workforce – Next Generation (OHW-NG) project. SEA-OHWA is designed to expand access and promote local expertise within the SEAOHUN member countries' specific contexts.
