- Mekong One Health Innovation Program (MOHIP) Research Grant Opportunity!
MOHIP will provide up to $90,000 in support for research awards in 2023. MOHIP intends to award at least three awards for the first round of research award proposals. Awards will be no greater than $30,000 with a period of performance of up to two years. Eligible countries include: Lao PDR, Viet Nam, and Thailand. Eligible applicants include: not-for-profit organizations; social service agencies, hospitals, medical groups, etc.; state-controlled entities; academic institutions; consortia among non-governmental organizations, academic, and public entities; principal investigator (PI) should be a citizen of Lao PDR, Viet Nam, or Thailand. The research project can address the disciplines of animal health, human health, and environmental health utilizing a One Health approach involving the study of critical problems and issues facing the sub-region. Proposals with multisectoral or multidisciplinary efforts to address One Health and health security issues are encouraged. Projects examining the role of the envrionment in One Health issues facing Lao PDR, Thailand, and Viet Nam will be given additional consideration. - PhilOHUN Global Health Security (GHS) Kick-Off Meeting in Pasay City, Philippines
With the support from United States Agency for International Development (USAID), Philippine One Health University Network (PhilOHUN) in collaboration with Southeast Asia One Health University Network (SEAOHUN) organized the PhilOHUN Global Health Security (GHS) kick-off meeting in Pasay City, Philippines on 28-29 March 2023. The meeting convened One Health stakeholders in the Philippines to identify key capacity development needs and gaps in the short, medium, and long terms, including the role of universities in addressing the gaps. Welcome remarks were given by Dr. Michael L. Tee, PhilOHUN Chairperson; Michelle Lang-Alli, Director of USAID Philippines Office of Health; and Dr. Kenneth G. Ronquillo, Department of Health (DOH) Undersecretary for Policy and Infrastructure Development. Dr. Michael L.Tee, Chair of PhilOHUN, University of the Philippines, Manila (UP Manila) After the welcome remarks, Dr. Tee introduced PhilOHUN and described their key strategies, raising OH awareness and capacity building, before discussing their future and important next steps. Then, Dr. Ernesto Bontuyan, Project Management Specialist of the USAID Philippines, presented on “USAID’s Vision for a Safer World” and highlighted the increasing incidence of emerging antimicrobial resistant pathogens and zoonotic spillover events. USAID’s GHS program is designed to prevent, detect, and respond to these threats as well as address identified gaps and enhance surveillance capacity. Dr. Vipat Kuruchittham, SEAOHUN Executive Director, gave an overview of SEAOHUN, the USAID One Health Workforce – Next Generation Project, and the PhilOHUN GHS Project. Dr. Vipat reinforced the role of universities in producing competent professionals and raising the country's capacity to combat infectious disease threats. Dr. Ernesto Bontuyan, Project Management Specialist of the USAID Philippines Dr. Vipat Kuruchittham, SEAOHUN Executive Director The first day concluded with the presentation by Dr. Alethea R. De Guzman, Director IV of DOH Epidemiology Bureau. She presented findings and recommendations from the 2018 International Health Regulations-Joint External Evaluation (IHR JEE) followed by the DOH planned priority actions. She gave an overview of the IHR and its importance in evaluating a country’s capacity to prevent, detect and respond to public health threats along with their commitment to transparency and accountability. The 19 capacities evaluated in the 2018 IHR JEE were the foundation for follow on discussions throughout the event. Dr. Alethea R. De Guzman, Director IV of DOH Epidemiology Bureau The second day focused on defining key results, critical activities, and resource landscape for IHR HR development, and identifying opportunities. In the morning, participants were divided in to five groups. Each group discussed one of the five expectations for IHR Human Resources (HR) development: 1) strengthening IHR HR governance, 2) developing the IHR HR master plan, 3) making OH courses available, 4) revising and rolling out FETP modules, and 5) designing comprehensive IHR/GHS courses for the short, medium, and long terms. In the afternoon, a representative from each group presented their proposed activities, expected output, timeline, and required resources regarding their expectation for open discussion. To wrap up the kick-off meeting all participants brainstormed opportunities for PhilOHUN universities to contribute to the discussed expectations. In closing, Dr. Neil Tanquilut, Vice Chairperson and Coordinator of PhilOHUN provided motivational remarks and expressed his appreciation for everyone’s efforts. - Mainstreaming of One Health Concepts in the Basic Education Curriculum
The teachers of Rujiraphat School, Suan Phueng District, Ratchaburi Province, Thailand piloted mainstreaming of One Health and other health concepts in the basic education curriculum. Several activities were undertaken to implement this mainstreaming. The first was the development of One Health Modules for kindergarten until Grade 9 incorporating six topics by SEAMEO TROPMED Network in collaboration with SEAMEO STEM-ED and Ministry of Education, Thailand. The topics include: (i) Basic One Health concepts; (ii) Handwashing; (iii) Pets; (iv) Rabies; (v) Malaria; and (vi) Worms. This was followed by a training of teachers teaching science and health education on the use of the Modules. The actual mainstreaming in health education and science subjects took about 2 months during which random class observation of the mainstreaming activity was undertaken. Pre and post-tests of students on the topics mentioned were also done. After the classroom mainstreaming a Feedback workshop was organized to gather implementation experiences from the teachers and the students. The experience of mainstreaming was considered very relevant and enjoyable by both the teachers and the students. The topics included in the modules were appreciated by the students and found them to be useful to their daily lives especially the topics on handwashing and pets. The teachers agreed that these concepts can be mainstreamed not only in health education and science subjects in mostly all the subjects in the basic education curriculum. The support of the school administration, the availability of the modules and a number of teaching materials made facilitated the mainstreaming. This experience will be shared to all the countries in Southeast Asia region using several platforms and opportunities such as a planned regional workshop. The Curricular mainstreaming is part of the “Promoting One Health Education in Border School” project of SEAMEO TROPMED Network. This project is a component of an umbrella project funded by Chevron and in partnership with Southeast Asia One Health University Network (SEAOHUN).

The overarching goal of this project is to connect the U.S. One Health experts withMekong researchers and practitioners and create a transnational health security network by strengthening the One Health approach.MOHIP three core activities include holding monthly webinars, organizing a short "Health Security, One Health and Zoonoses" course, and providing research funding to local researchers. The short course aims to provide professional development opportunitiesforMekong researchers/professionals to be successful independent investigators and national and international leaders to address public health challenges and improve their country's health security by employing the One Health approach. Specifically, the attendees will: Learn major endemic and emerging zoonoses and their management regimes. Gain competency in One Health principles, practices, and tools. Acquire systems thinking skills that help better understand disease ecosystems, taking into account climate change, change in agricultural practices, etc., that predispose/contribute to disease outbreaks. The SEAOHUN Secretariat based in Chiang Mai, Thailand, is the coordinating body for all the country networks. The Secretariat manages subawards with the country networks, facilitates SEAOHUN Executive Board meetings and regional activities, strengthens One Health University Networks in Southeast Asia through capacity building activities, and partners with national, international and non-governmental organizations to build the next generation of One Health leaders. The Secretariat represents interests of its country networks at global and regional meetings/conferences/forums such as Global Health Security Agenda (GHSA), Southeast Asian Ministers of Education Organization (SEAMEO), and ASEAN+3 Field Epidemiology Training Network (FETN). SEAOHUN has partnered with Zoetis and Pfizer to address the growing threat of antimicrobial resistance (AMR), and with Chevron to strengthen One Health education in Southeast Asia. FOUR REGIONAL FLAGSHIP PROGRAMS There are four regional flagship programs under the USAID One Health Workforce - Next Generation (OHW - NG) project. Two programs focusing on in-service professionals are fellowship and small grants. The other two programs focusing on pre-service professionals are scholarship and student engagement. During the implementation period (Year1-Year3), SEAOHUN has supported 21 scholarships, 14 fellows, 33 small grants and engaged more than 500 students via student engagement program. 1) Fellowship program: support in-service young and mid-career professionals to work on One Health issues at leading academic and research institutions, government agencies, international organizations, or international organizations, or international non-governmental organizations in Southeast Asian to strengthen the One Health workforce. PURPOSE OF THE EVALUATION SEAOHUN has implemented the above four regional programs for three or more years. While the small grants and student engagement programs started in Year 1 of the OHW - NG project (October 2019), the other two programs have started since the USAID OHW project (~October 2015). Evaluation of these programs should be from the commencement until March 2023. By considering COVID 19 impact on program implementation, the evaluation will assess the effectiveness against the objectives, the relevance of the programs, lessons learned, and potential impacts. The findings and recommendations will inform SEAOHUN leadership regarding areas of improvement and development of future programming. SCOPE OF EVALUATION The SEAOHUN programs evaluation will assess the effectiveness, efficiency, relevance of programs implementation and results, and impact. These will include program management, the extent of the results achieved, established partnerships, beneficiaries, and gender mainstreaming. The evaluation should cover all the four regional programs within 30 working days if possible. Proposed evaluation method has to align with USAID Evaluation Policy, and ADS Reference 201mah. The SEAOHUN Secretariat will assist with interview scheduling and distribution of survey to stakeholders and beneficiaries. EXPECTED DELIVERABLES 1) Inception report After selecting the consultant, SEAOHUN will provide feedback to the technical proposal. The consultant will incorporate SEAOHUN’s inputs and submit the inception report detailing methodology, evaluation questions, data sources, data collection and analysis, tools to be used, tasks, and timeframes of deliverables 2-4. 2) Presentation of preliminary findings and recommendations A consultant will present his/her findings and recommendations to SEAOHUN before drafting a detailed evaluation report. 3) Draft evaluation report The consultant will prepare a draft report in accordance with USAID Evaluation Report requirements for SEAOHUN to review. The SEAOHUN will provide comments within ten working days. 4) Final evaluation report The consultant will submit the final evaluation report by using the USAID Style Guide within ten working days after receiving comments from the SEAOHUN. The contents of the final evaluation report should include the following: Executive summary Evaluation purpose and questions Background Evaluation methods and limitations Findings Conclusions and Recommendations Annexes: Graphs, Charts, Interviewed, documents reviewed. TIMEFRAME The start date should be no later than 1 May 2023 with the final report to be submitted by the end of August 2023. REPORTING The consultant will report to the SEAOHUN MEL Officer. SEAOHUN and its country networks would like to capitalize on the opportunity to facilitate South- South exchanges and promote lifelong learning through online teaching and learning platform named the One Health Workforce Academies (OHWA)¹ developed by the OHW-NG consortium led by University of California, Davis. The OHWA platform’s mission is to promote the development, delivery, institutionalization, accreditation, and employer-recognition of training and educational activities that are in alignment with One Health core competencies and technical skills. It is envisaged that the OHWA platform will host international high-quality courses and resources leading to achieving One Health certification by International Board of One Health Examiners. The platform is powered by WordPress, a content management system, with LearnDash, a WordPress plugin for learning management system. In order to make the OHWA platform more accessible for users from Southeast Asia, consultation with the OHW-NG team, SEAOHUN country networks, and past and current users of the OHWA will be conducted by SEAOHUN and its IT Consultant to gather their recommendations and experiences before cloning the OHWA for Southeast Asia (SEA-OWHA). The SEA-OHWA will host regional- and country-level courses and contents. Interested people, students, and University faculty members can freely access the SEA-OHWA platform. SEAOHUN will commission a short-term consultancy with an IT firm or consultant to provide intermittent service from April 2023 to September 2023 to develop the SEA-OHWA platform to Enable SEAOHUN member Universities to curate, update and implement the One Healthtraining online in local languages and English, Be a repository of One Health resources funded by USAID One Health Workforce (OHW) and One Health Workforce – Next Generation (OHW-NG) projects, Provide linkages to resources at the global One Health Workforce Academies (OHWA) and AFROHUN OHWA, and List job opportunities for One Health practitioners. After the SEA-OHWA development is complete, the IT firm/consultant will provide training to staff of SEAOHUN Secretariat on managing all functions of the platform, including uploading, retrieving, storing, and cataloguing One Health educational contents from faculty members of SEAOHUN member Universities. TASKS AND RESPONSIBILITIES Review the OHWA, existing e-learning modules from country networks, and proposechanges to make it suitable and adaptable to Southeast Asia. Co-design the SEA-OHWA platform with the SEAOHUN Secretariat team led by SeniorKnowledge Management Officer. Clone the OHWA platform using WordPress and LearnDash and tailor the platform to Southeast Asia (SEA-OHWA) with a similar look and feel. Make the SEA-OHWA platform to allow each country network to manage their contents and materials independently with its own administrative account. Upload the Lawa model2 online course onto the SEA-OHWA platform as an example. Gather feedback from potential users on the developed SEA-OHWA platform and incorporate the feedback to improve the platform. Prepare a training package (user manual, PowerPoint slides, etc.) and train SEAOHUN staff on managing all functions of the platform, including uploading, retrieving, storing, and cataloguing One Health educational contents. Support users of the SEA-OHWA platform to troubleshoot any IT related issues. DELIVERABLES 1. SEA-OHWA platform using WordPress and LearnDash with a similar look and feel to the OHWA platform and with functionalities per users’ requirements. 2. The Lawa model online course uploaded onto the SEA-OHWA platform. 3. One training session for SEAOHUN staff on managing all functions of the platform, including uploading, retrieving, storing, and cataloguing One Health educational contents. 4. Training package including user manual explaining all functions of the platform, training tools and materials.
